The Dreamcast was one of the best system launches in history. The PS2 had the branding power, but no real software when it was launched. I think it was this way for about 7-9 months of it's first year. Marketing, and public perception for Sega is what hurt the system. Sony followed the PS2 model into the PS3 generation.
